This system tries to achieve proportionality while maintaining a local constituency link. It results in two types of MP - constituency MPs as in First Past the Post, and “top-up” MPs who represent a wider region. It is this regional tier of MPs that gives AMS its proportionality.  Voters typically have two votes – the first for a constituency MP, and the second for their party of choice. The proportionality at national level is higher when the proportion of regional MPs is higher.
